I think the father is the breadwinner for his new family (2nd wife and children with her), and his income is more immediately needed than safety from his drunken shooting sprees. The fact that his younger children weren’t removed from the home by the state is also shocking.

In fairness, the girl’s mother is a British citizen living in the UK and fought for justice for her daughter.
